1.Why people are scared of operating the on load tap chager?

2.What needs to be done to allay fears?

Are these Class or Homework Questions?

I'm not afraid of operating on-load tap-changers.

These automatically work many times each day, in their hundreds of millions of installations, right around the world, without any bother at all.

Is he talking about Ungbang, the god of load tap chagers versus Rathore, the god of imaculate grounding?! Woof!!! If so, my money is on Unbang!!!

If you are refering to changing a tap on a transformer to adjust for variations, there is good cause for fear.

If one gets lucky and switches at or near 0 volts, not much happens. However, if the circuit is broken at peak voltage, arc flash can be second only to a lightning bolt striking in intensity and devastation.

If there are electronic controls and switching behind adequate sheilding, there is not much to fear as the switch will occur at 0 volts.

More info is need to properly assess your particular question.
