While that city may have just decided to do that, there are plenty of locations where this has been done on a city-wide scale over many years.

This is now commonplace. For instance, London sewage outfall works started to use four British Ruston and Hornsby industrial gas turbines over 50 years ago to generate electricity from the gases and over many years built up a substantial gas turbine installation there. Bob Feilden, previously from Whittles Power Jets team, headed up the design team in Lincoln. Rustons are now Siemens gas turbines.
