separation of the charges

positive and negative charges combine become neutral...is there any methods to separate the negative and the positive charges....

Friction!

As CN says friction does it rather well the Van der Graaff generator does this.

Yes, there is a way to separate the positive and negative charges and even store them before using them. It is not exactly true to say that combining positive and negative charges makes them neutral. When combining the two, they must be used for a purpose. Neutral indicates that no charge is present.

We use a tool called a capacitor to separate these two varieties of charge. A capacitor is a barrel containing some material that will hold the charges. It allows us to use the charges at some future time when it will be needed.

Between the material holding the positive charge and the material holding the negative charge inside the barrel is a third material that separates the two. This is the material that you were asking about. It is called a 'dialectric'.

Unfortunately, a fully charged capacitor can be dangerous to handle, since an inexperienced person can touch the positive and negative terminals on it at the same time and discharge its energy through their bodies. This can be fatal.
