The head contractor who got the bid for the entire job. Not the contractors working on these portions of the work. He should have the last say, or his architect or engineer anyway.

I am curious why your heading is "Electrical" but your question is about a conflict between 'ceiling' and 'sprinkler' drawings.

Can you be more specific why you are asking this? Perhaps then you will get a more specifically useful answer.

If there is a conflict between ceiling and sprinkler drawings seperately then you need to have Coordination drawing then you can approach architect and fire system engineer to solve the problem.
