Feasibility Studies for Plant Design

feasibility studies on design of a plant to produce 20000 tonnes year of monochlorobenzene together with not less than 2000 tonnes year of dichlorobenzene, by direct chlorination of benzene. this is a design topic given to me and i need help on how to go about it.
