Automatic Scheduling for Meter Reading

I would be glad if someone could help me to schedule a factory calendar for the year 2009 so that Electricity Meter Reading tour could be timely and promptly done according to the local rules and regulations.

Saturdays, Sundays and Public Holidays are non-working days. Therefore, these days should be skipped from the calender.

We have 20 Portions to read for a whole month.

Portion 1 is read on the first day of the month, for example, Portion 1 starts on 2nd March 2009.

List of Public Holidays:

01 JAN 2009 - THU

02 JAN 2009 - FRI

26 JAN 2009 - MON

23 FEB 2009 - MON

12 MAR 2009 - THU

27 MAR 2009 - FRI

01 MAY 2009 - FRI

24 AUG 2009 - MON

02 NOV 2009 - MON

25 DEC 2009 - FRI

Sounds like beurocracy gone mad...
Does it really matter?
Can't they find something more important for you to do?

I'd just read it first working day of the month and be damned...
Reading it will not effect the actual consumpion.
As my big Sis would say 'You don't fatten a pig by weighing it'

Oh, #1 was was me. If there are local rules and regulations then surely they spell out when to read it...
I dunno this seems like the sort of 'problem creation exercise' my mother in law would dream up .

Sorry if this sounds harsh... honesty is my one weakness.

So they need an exact average. Such rules are absurd.

A manual way of doing it:-

Draw a grid of 30 blocks across

start with 1/1 in block 1.1.

write in the dates 1 to 30 Jan in row 1

31 Jan to .... in row 2

fill at least the last row with Jan 2010

etc .

Now mark weekends and holidays.

Now for the result - choose the first column without a mark.

If no clear column exist you may have to apply for an exception in writing.

I will do it here by just using the days of the week to show that it is impossible to find such dates.

You will notice that after the 4th row no column will exist

without a S.

What you will have to do is offer to read the meter on the first working day of each month and multiply the reading by 30/actual number of days between readings.
