The operation tests the resistance between the current-carrying conductors and earth/ground.

Provided there is no personal contact with the equipment while the test is taking place, then the test is not just safe: it is actually a requirement to assure the quality of the insulation.

Remember to ground/earth any current-carrying conductor briefly immediately after the test, just in case the insulation is so good that the conductor behaves like a perfect capacitor!
