how does a tester work while standing on a mat(which is an insulator)??

If this is referring to an electrical tester screwdriver, the answer is capacitance to earth completes the circuit and makes the neon glow.

However, there have been numerous casualties in using these devices and many companies prohibit their use; an approved voltage tester should be used instead.
