It is the change in volume in each cylinder between top-dead-centre and bottom-dead-centre on the crankshaft, multiplied by the number of cylinders.

It is a rough-and-ready indication of the size of the engine and its output for similar types of internal combustion engine.

Note that there is no real correlation between swept volume and power output across all the types of internal combustion engine. A high speed model aircraft engine develops much more power per unit volume of cylinder than a lumbering marine heavy fuel oil engine, for example.

to add to the other replies, it may also be shown as "cc" or cubic centimeters (SI Units) or cubic inches (USCS). Either way, volume is volume!
