transformer of korea

in our company we buy a project of korea (CP).in pcc panel i saw one transformer i saw in there rating is 440 V/220V.in this transformer ony two phase is used (no neutral) and there is shock pruff in secondary side ..whyyy

When the transformer is step down from 440V to 220V, there will be no neutral provided for step down transformer. Both of the secondary lead is call L1 and L2. If you want to have a neutral line for the secondary of the transformer, just ground the L2 to ground and you will have Live line and neutral line. Unless you specific that you want to have a neutral line.
