Technical Notes on Tubes

1.1. Surface and flanks condition

1.1.1. External and internal fin should be removed and should not overhang the tube's generating line.

How do you guys intrepret this technicial note?

They must be contemplating some method of tube manufacture that could result in projections (such as flashing) either inward or outward, and then requiring that such out-of-round projections are to be machined or ground off.
