Appears to be a drug induced figment of a not-too-fertile imagination. With no provision for traveling over (or under) water, that I can see.

Too-fertile instead? Dual power trolley car (jet engine plus electric motor w/ overhead cable feed). The first-class compartment gets rubber tires for a smoother ride; the cattle in the rear get a railroad truck. Who knows what the airfoils are for, other than shearing off at tunnels? Ex post facto pedestrian clearance, maybe. They forgot the gripper out the bottom for free energy on the San Francisco cable car system.

This historical drawing is unmistakeably that of an American Motors Mid-1970s 'Hybrid' Concept Car, as understood by Marketing.

The unusual vehicle reportedly ran on six Ray-O-Vac lantern-batteries and seated 80 adults on weekdays (double that figure on Saturday nights when the barkeep's staff & traveling cabaret showed up). Prior to long trips, children were each given a cup of espresso and a small puppy, and then were safely stowed in the luggage compartment for the duration of the trip.

Best of all, the AmHack, as it was affectionately known, had windows but did not actually run Windows. A distinct advantage* even in today's fast-paced, high-tech world.

Serious design flaw with the tail being higher than the pantograph. Maybe it's for the mass electrocution of death row inmates?
Come to think of it those tail fins will be ripping a furrow in the tarmac....

It looks like either a doodle or an April fools practical joke. The vehicle is just three separate vehicle elements drawn together to form an impossible vehicle.

Bus on front (notice the tires), electric train in middle and front top (notice rail wheels and overhead electric connection as well as roof skylight) and jet tail at back (by the looks of it military fighter).

Do you have any other references to help?

The above drawing is just the first of the innovative designs that have come out of the Washington think tank known as Congress. The original plan was for a small efficient car that would help put GM back on it's feet. A modular design that would allow flexibility in building as a sedan, mini van, or mini pick-up. First plans allowed either FWD, RWD, or AWD variations powered by a variety of power-plants, including some alternative energy designs.

THEN, some of the more knowledgeable people decided that if certain components of this vehicle were built in the underused assembly plants in their states, they could get kickbacks some financial gains for their states.

And the rest as they say is history.

Come on guys! this is a hybrid bus. Jet engine when you are going up hill and cable car power for street use. When you use the jet engine, the front wheels are in the air. They have steep streets in S.F. Going down is another story....pray...pray!
