its a variation on quality engineer I think... where the engineer is specifying and documenting that the product design characteristics are met by production.

In SA we have this system of Compulsory National Standards - it may go under another name at your location but will be essentially be the same.

The Standards engineer on the authority side must - Specify the standards , Devise test and test and ensure compliance.

The standards engineer on the manufacturing side must ensure compliance with the standards when designing, manufacturing or procuring components.

The consumer should be able to verify compliance. This is where I don't agree with current systems.

Position Summary

• Design quality, engineered solutions that meet customer's needs, meet or beat budget constraints, and allow for efficient manufacture.
• Utilize AEC mechanical design and CAD staff to minimize overall engineering cost and maximize ability to simultaneously execute multiple projects.
• Maintain awareness and control of project cost, quality, scope, and schedule to ensure on time delivery of the project within budget.
• Support Management. Make Department Manager and Project Manager aware of all current or potential problems. Report to management all findings on jobs that would affect costs, schedules, employees or customers.
• Support AEC QMS by reviewing project scope, budget, design schedule and design plan on a regular basis.
• Participate in design reviews as required and requested by Project Manager.
• Document design reviews and meetings held with the customer.
• Develop and maintain relationships with customers
• Represent AEC at meetings with customers as needed.

Essential Job Functions

• Understand factory automation technology and equipment. Design mechanical systems for automation or control of manufacturing equipment.

• Be familiar with computer assisted design/drafting equipment and software such as Auto-cad to develop designs.
• Be familiar with all applicable mechanical codes associated with the design and fabrication of the equipment.

• Be familiar with the AEC Procedures and Practice Manual. Refer to this manual for information on procedures.
• Perform process audits as requested.

Education, Experience and Skills Required

• Bachelors Degree in Mechanical Engineering or related fields or Associate of Science Degree in Engineering, Drafting, or related field.
• Two years related engineering or technician experience.
• Strong written, verbal, analytical, and interpersonal skills.
• Ability to use Solidworks, Auto-CAD, Microsoft Excel, Word, Visio, Power-Point, and Outlook.
• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
• Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Standards Engineering can almost be regarded as a branch of quality engineering, but there are significant differences:

Standards engineering is concerned with the specifications and standards to which people work , products are built, etc. Standards engineers will not necessarily be concerned with ensuring from day-to-day that the standards are being met (though they often are). Thus, they define and agree standards, set up the procedures for checking those standards are met, etc.

Standards engineering also includes the creation, maintenance and distribution of precise references for measurements, as is carried out at places such as NIST, NPL, LNE - though many of the practitioners are better (and more often) described as physicists, statisticians, or just plain engineers...
