How do residents repair potholes in urban streets on a non existing to very small budget?

One way would be to get some type of quick-mix concrete from a nearby hardware store. You will have to figure out a why to protect it long enough to set.

Tornado is right but you can also be artistic and save some money.

One at a time. Suggest that residents take care of the street in front of their property?

Not an endorsement: pothole repair | pavement patch | cold asphalt

There are a number of products available besides this one. They are easy to use. I don't know about longevity.

Perhaps a government grant? OOPS. We don't know where you are.

I heard something on the radio recently about a community that seeks donations for pothole repairs and then puts up highway signs recognizing the donors. It sounds a bit odd, but it's not unlike the "Adopt a Highway" program for highway litter removal.

Getting someone else to pay for things is one solution for operating on a small budget.

I use the asphalt patch that comes in a forty or sixty lb. bag. It is blacktop ready to go. Not too expensive, one bag will do a small pothole. The left over keeps fine. I just pour it into a clean pothole, stomp on it, and let the cars pack it. There is a minimum thickness, and hole size, you will see what works after using it for a while.

When I was a City Engineer for a small upstate New York city that is west of Albany, I had the city's Dept. Of Public Works try something new.....a local asphalt manufacturing company had developed a cold asphalt patching mix that also included an epoxy base. It was twice as expensive than regular cold mix, but would last throughout the entire winter and well into the summer. It even held up great against repeated blows made by snow plows! Considering how many times the highway crews had to refill the same potholes over and over again, the city ended up saving a ton of money as well as manpower that was put to better use elsewhere like snow removal and disposal!

Remember to blow-out (with compressed air) all of the accumulated water, ice and debris from the pothole before installing the new pothole mix. otherwise you'll be back to do the job soon enough before you know it!

What's wrong with your local government doing the pothole repairs?????
