What is the best method to build a 3KVA /220V modern AC voltage Regulator(Sabilizer)

It will be dependent on how much input voltage is varying and what will be the acceptable output voltage range?

input variation 15% , output variation must be less than 3%

Sola transformers are readily available and more than satisfy your required specs. with +/- 1% output regulation.
