5000Ampere service busbar. Is it the minimum fault current

No. Sounds like current rating rather than maximum fault rating to me.

JacK of All Trades is correct.

The 5000 amp service indicates that the bus bar is rated at 5000 amps continuous load, not to be confused with "maximum" or "peak" load.

Maximum Normal INCOMING amperes =5000

Hence Maximum OUTGOING amperes =5000

your responses received are correct... assuming the question is stated corretly. However, consider you might be talking about the "available fault current" as 5000A is one of the requried fault levels for some industrial product testing (of course there are 1000A to 100000A fault test also (see KEMA testing)

I have never seen any distribution equipment sized for less than 10 K.A.

fault current, not even residential load centers.
