A cable with no load on it could be considered a capacitive load.

Cable charging is like a capacitive load charging. Capacitive loads are contributers of surge in system. So if it is low load no need to consider if it is high you have to take more rating UPS to meet the surge loads

The effect of capacitive load in AC current installations, beyond a risk of overvoltages on switching operations, will notably be extra leak current, especially if you're using VFD that are insufficiently filtered or specific EMC filters. So better provide wide range ELCB (1-3A). If your capacitive load are just the cables then leave it as it is....if it is specific EMC filtering then you'll have to check with the supplier what are the leakage currents of his devices.
