Is this a civil engineering question or an electrical engineering question?

First, there should be a guide line like tender document, specifications, local regulations. Secondly ,you must discuss with the client regarding type of use of each floor(office, storage, parking etc) and facilities required by him like central a/c or window a/c,receptacles in wall, floor or trunking. If central a/c consult contractor regarding location and ratings of loads Thirdly, calculate the load (refer my comment in "cable size required for a house") in each floor assuming lighting levels based on experience,receptacles,a/c ,diversity etc. Then design a power distribution system and assess the power required from the utility. If necessary consult other contractors like fire, telecom, security etc

My advice is to hire someone who is knowledgable to help you. From your post, you do not give the impression that you know what you are doing.
