Certainly! And if you're not intimately familiar with it you probably shouldn't try it. Of course, I'm assuming that it's live.

What is the voltage of the cable ? Is it new unused cable on drums or used cable laid underground or over head? Is the cable live or dead? Any laid cable is to be considered Live unless certified by a competent authority. What is the type of cable viz PILC,PVC , XLP etc ? If you are not competent and certified electrical technician or Engineer you have no reason to cut any electrical cable.

1. Make sure it is deenergized.

2. Wrap the area to be cut with electrical tape, so the strands don't go "sproing."

3. Cut with cable cutter or "zip" disk, or even hacksaw in a pinch. (Maybe even a plasma cutter, but I've never tried that.)
