Foot Pursuit Tracking

09/26/2010 3:55 PM

Having recently purchased a police frequency scanner from a garage sale, I noted there where more than a few foot pursuits by officers and the difficulty in relaying their position verbally through the radio system while running.

Would a single-button actuated tracking system be viable?

Mobile phones can already be used to track the position rather accurately.

One meter accuracy is achievable but even 50 m or more will be be sufficient for the purpose.

Yes it would be a good idea, But i suspect cost would stop them.

there was a plan do introduce a system in UK so an injured Officer could pinpoint his/hers position but was not installed because of cost

Around 2001/2 A firm called Quiktrak Technologies were putting in a tracking system for the British Police and others. Based on Spread Spectrum tracking network, it was to be a whole of country entity.

Officers were to have a device which was mobile phone sized, which had an lcd display for despatch messages, there was also a setup to piggy back onto their hand held radios. This was known internally as the 3rd gen system.

The 2nd generation system was working well in Oz in 3 capital cities. Albeit as a vehicle tracking/alarm system with remote immobilisation, and data despatch capability.

Unfortunately due to gross mismanagement of the CoB and the fact they'd sold a system that was barely out of R&D and that the tested system wasn't compliant with British Communication frequency allocations it turned into an expensive farce that buried the company. Now this was 10 years ago and GPS technlogy has improved markedly since then.

GPS data over radio is a well established method of tracking, and it can be generated on a PTT Identifying chirp at the end of a voice transmission or "polled" by the despatchers. No biggy. Could even be covertly used.

Back in 1989/90, I was involved in doing GPS data over radio with Cabcall Taxis Services P/L to supplement our Computer Aided Booking and Despatch system. We offered it to various police departments and it scared the pants off the local law officials who didn't want to know where their officers were or what they were doing...

You can hear the officers desperately trying to relay their positions into the radios and the repeated request from the dispatchers to repeat.

Just a pipe dream I guess, like protecting soldiers from IED's.

I am sick of politicians and the lip service they spout.

Let's get real. If you are running through back yards chasing a perp it doesn't matter how accurately someone 100 yards away from you can track you. The fact is that they won't have a clue where you are in relationship to them, and certainly won't be able to identify the gate to go through to get to the criminal.

It just doesn't work that way. Unless it's your back yard, you will be lost!

Think about it.

you will be lost, but as #6 pointed out, with a total-tracking system, the home base can know where you are, even if you don't (gps)

Why not have a constantly on system, so a dispatcher can tell the location of the nearest cop(s) to an event? The less a running officer has to say, the faster he will be able to run, an knowing exactly where he is will allow others to assist, by getting the other side of the fleeing one. With an accurate system, the feedback to base needs to be much less - turning left 50m.

I agree, the key word here is dispatcher. Especially in a densely populated city.

That's what you get for using a garage sale police scanner. Had you purchased a new high end scanner you would have found that the officer always locates and apprehends the criminal.

It was a high-end garage sale and it is a scanner, not a TV set, with those, the officer always locates and apprehends the criminal.

Motorola already has this feature in both hand-held and vehicle-mounted radios of their APX series. There is an orange emergency button on the top of the unit. When pressed, it sends the location of the radio to dispatch or to other units (depending on how the system is configured).

Older units (e.g., EX & HT series) have the same button and will send out an alert, but not the location. We use it for our solo line workers (troubleshooters, inspectors, etc.) in case they get into trouble. It works for us because we have GPS in the trucks and our employees are never very far from their vehicle.

I suspect battery life might be the reason the locator function is not more widely available. Real-time tracking would require continuous transmission, which takes a lot of power.
