Displacer Type Level Transmitter

I have Displacer type level transmitter installed on WBH. the function is... LL level it will trip. current condition level is 100%. in display showing "fail safe". as per manual. reseting can remove fail safe ind. and will go back to normal. I'd tried many time but ''fail safe" is still showing.
This is masoneilan.

Transmitter, or its connection, is faulty?? Is display on transmitter or something else??
