I suppose the question is about reverse engineering of a program.
it is when method is derived from the product.
Example The compiled code of the executable is listed as assembler code to see how the programmer did some things.
In this manner you could actually change the result or working of a program.
The bios of a computer was a great candidate for reverse engineering , RE was used to solve the Y2K bug.
Due to size and complexity of modern firm / software it is getting harder or impossibhle.
I understand two meanings from what you write ;
1. Re-Engineer .... To do something again and improve.
2. Reverse-Engineer .... Usually (but not always) to analyse someone elses work so as to avoid being accused of copying/gain an unfair advantage.
The significance would depend on your position. If the phrase is not your first language , it may have another meaning that does not translate well.
