I have pressured transite pipe for irrigation, I need to connect to with pvc what is the best method for cutting? Also, is tapping a 4" line with a 3" feasible?
I would recommend trying to find a "full body ductile iron" tapping sleeve with a tapping valve attached. You can maintain thje integrity of the AC pipe while giving you maximum available volume, and also keep the AC dust to a minimum. When working with AC pipe, you can open up a whiole can of worms when dealing with OSHA guidelines, etc.

Some times it might be easier to cut out a section and install a PVC Tee and use MJ fittings. It all depends on pipe size and capabilities of the contractor. If you cut the pipe, be sure to keep water running over the cut so there is no friable asbestos released.
The cutter that was available for AC pipe and clay pipe is made of chain segments with cutter wheels affixed. It was designed to cut somewhat like a copper tube cutter. It may still be available as I think it also cuts Ductile Iron Cement Lined (DICL) piping. Cast iron fittings (tees etc.) with rubber ring compression joints were the way to do this job, we called them Gibault joints. They were once easily bought from the AC pipe distributers, once again check the DICL manufacturers. For the cutting tool also check Ridgid tools (Ridge tool company Ohio).
Is there scope for putting a clamp-on T onto the larger pipe, bolting a valve onto the side branch of the T, drilling through the valve into the original pipe, then removing the drilling machine, closing the valve, then continuing downstream of the pipe in the 3in materal?
