Some possibilities:
-To allow for thermal expansion/contraction in the attached piping.
-To accommodate vibration of either the pump or piping (also can reduce noise).
-To enable gasket surfaces to be tightened up in the event of small leaks.

main purpose is to isolate vibration generated by pump from the pipelines, secondly, provide expansion allowance in case of temperature changes thus prevent stress to the pump and to piping as well.

A "Rubber" "Bellows" "Expansion Joint" on an "Oil Pipeline"!

You have got to be kidding. This is an invitation to disaster.

There is no real purpose for it, there are only the evidence of the lack of proper training, knowledge and experience on the part of whoever is doing this.

Where will this "Oil" Pipeline be? I want to make sure I am no where near it when it starts up.

Quite common.

In lubrication systems (they too use oil)

You may find in in hydraulic circuits too (though in those cases they will rarely be rubber).

But the purpose is same -

- Vibration isolation.

- Reducing mechanical stress (alignment etc) by providing flexibility

- Thermal expansion

- Even in some design (epecially in Low Pressure lines) doing away with gaskets.
