Earth is the term for ground on electrical supply systems and should not be confused with a welding metal procedure.
Welding metal has a lead called the work lead this should always be connected to the work generally as close as possible to the weld being done. this is especially needed on structures that cannot be isolated from "earth"
It is bad and dangerous practice in workshops to have the job connected to earth [ in some cases some shops have used the steel structure of the building to create a common welding work lead system], in some circumstances this could cause a burn out of the power supply earthing wiring.
It is an expensive lesson to pay for sloppy work lead practices.

In the arc welding plant two terminals(+ve and -ve) are available out of which one will be connected to the job or weld material and other to the electrode holder. Some people may be calling the terminal connected to the job as "earth". But one should know which terminal should be connected to the job for each kind of metal.
