How to Make this Pneumatic Hooter Work?

I have Pneumatic hooters with SS(perhaps) made horn and provision for air supply. I've tried to make this horn blow using air supply but it doesn't blow. Am I missing something?

Normally these hooters have nonmetallic diphagrams at the rear side. If this diaphagram gets damaged, no sound will come. Alterately in the rainy season lot of moisture comes which can make it sticky. Also there can be cases of dusts plugging a hole. This normally gets dislodged by a little bit of knocking.

Hooters. I have waited a long time for this subject, as I know quite a bit about them.

All this discussion of hooters, diaphragms, sticky moisture coming out, and a little bit of knocking, and nothing helpful.

Don't blow into the big end. You should always blow into the small end of a hooter.

Without any further information, best guess is lack of air pressure...You need a compressor with an air tank set to the appropriate pressure that can be 200 psi more or less....the holding tank is used to build up pressure to adequately supply the horn...
