Calculation of Required Impact Test Energy in Div 2

Dear members

Can anybody advise what is the significance of "calculation of Higher longitudinal Stress" in Div2?
Also How this Impact test energy requirement is calculated in div2.

My vessel is having 80mm thickness, with PWHT & an MDMT of -40C. How this required impact test energy is calculated??
