How thick is the steel?
What type of joint (||, V, J, etc.)?
What welding process (SAW, GTAW, SMAW, etc.)?
What type of electrodes? Are they dry?
Single or multiple pass?
Preheat/postheat?
What is the test setup?

Experts may have even more questions.

Sounds like heat stress related. But, with out seeing the units and how you are preparing test plates for welds it is hard to say for sure. Most of these types of welds with this material will need to preheated to relive stresses induced in the welding process. Suggest you find help from your local welding supply house. They normally have someone who can assess these types of issues for you.
