How about the output voltage divided by the downstream cable impedance? Consider what would happen if the phase and neutral conductors were shorted.

The minimum short circuit current is when the generator is running unloaded, because the thevenin's voltage is least at that time. Also you need to consider short circuit current after several cycles, past its transient and sub-transient time constants.
