can we go for WBM over a granular sub base for township roads.the CBR value is 6.

Nah; you have to use FPS bricks, or cobblestones.

If the CBR range is between 5% t0 15%, then the sub grade strength is GOOD.

Also the Capping unnecessary except on very heavily trafficked roads in these case because the CBR value is 6%.
