Vertical HRSG Forced/Natural Circulation

In our plant, vertical HRSG with triple pressure system is there. In that, HP & LP is forced circulation whereas IP is natural circulation. Why for IP forced circulation is not used & how circulation ratio will be designed for these type of boilers?
