There is no difference as both terms mean...

A prime mover (the diesel engine) paired with an alternator (assuming the output is AC) designed to carry the load of the facility when the main power source is lost.

I'll play Devil's advocate here:

Could be that Stand-by is always on-line and holding the load and the Back-up would be another gen that can come on-line if the load increased within a certain percentage of maximum.

We call this load-shedding, where two gennies come online automatically, then one is auto switched off for shedding (with proper alignment of the shedding selector). If the load increases to within 75% of the maximum for the loaded gennie (chillers and pumps kicking in, e.g.) then #2 comes online.

#1 is the Stand-by, #2 is the Back-up.
