Turn the handle 90°, but if there is the possibility of liquid hammer, do it slowly.

Before this goes any further, what is the line size where this valve is located?

What is the Flange Rating and Material of this line?

What is the maximum operating pressure and temperature of this Steam?

Why are you using (or proposing to use) a Butterfly Valve?

Is this valve going to be used for tight shut-off?

Is this valve going to be used for Throttling?

Using a Butterfly valve on steam is a bad idea.

They aren't the best for other applications let alone steam IMO.

Butterfly valves don't throttle turbines or any steam function. If you are controlling steam to a turbine the 1st consideration is preventing rapid depressurization of your steam generator, the second would be acceleration ( mini-maxi) and governing the speed would be the final. If you are actually running a steam turbine with a butterfly, stop and call an engineer.
