ESD Ball Valves Operation

I have Trunnion supported ball valves (to be used as ESD in Hydrocarbon services) and manufacturer has provided drain and vent provisions. The concern is if the drain and vent is required to be used during the valve operations then the vent and drain requires extention outside the insulation. If the drain and vent is require to be used only during the maintenance then drain/vent extension is not necessary as the insulation will be opended for maintenence. Can I get some advice when these drain and vents will be used in this kind of valves.

What does the facility's Standard Maintenance Procedure document for these valves say on the topic?

No information on valve sizes. But it is always better to have access of drain and vent valves all the time. So, I prefer extension outside the insulation.

It may be true that you will generally use the drain/ vent when maintenance is required. I don't have a drawing of the process to refer to, and you haven't stated the valve size or service (gas/ liquid).

What would be the point of having a drain/vent without having ready access to it?

1. Safety is the main issue: workers may not know the drain/ vent is there. You don't want to use force on those flanges with hydrocarbons present...

2. If the drain/ vent is shown on a process/ engineering drawing, then it must be visible and accessible.

Do the job properly, not conveniently.
