Material For Spring

What's the material and finish for the black spring metal in this picture?

I am designing a spring and I want it to be flex and hard as this metal?

How should I specify in my drawing?

This might be useful (or maybe just confusing). The term "spring steel" may be too generic, but that's what I searched. Gazillions of articles, from which I simply picked one.

I have learnt that the material used is called managanese-steel. But I have few more questions. Is this black metal part : 1. Preheat treated or post heat treated. 2. What's the temperature? 3. Is the black color a powder coated finish?
