Its part of the ADA (Americans with Disabilities Act); you can't disciminate....

(Interestingly, some marine cables are "color coded" not by color but by words. The wires are all black, but the colors are spelled out. I have forgotten the standard order, which includes combinations of color words.)

Colour alone does not necessarily allow correct phasing, it must be checked manually and if the cable has not been terminated correctly on the other end then that end must be re-terminated. Colour coding (or phase indication) is (generally) done at the time of termination regardless of whether you are terminating standard single core high voltage cables (which are not colour coded) or the less common multi core high voltage cables.

There is a big difference in procedure and standards between terminating a multi core low voltage cable and a multi core high voltage cable, which I think is the main reason for lack of colour coding.
