I'm not familiar with a watt-metric relay (hence my query on the topic), but I'm pretty sure it would be a positive sequence element and not zero sequence.
DEFINITION The wattmetric relay is a device which receives information on the voltage (V) and on the current(I), and calculates the cos φ value.
USE
An active power relay is typically used to check the active power absorbed by an electric motor which provides direct information on the load applied to that motor. Such information is more accurate than the one given by the current value. Actually, the cosφ variations can change the power values without affecting current values marked.
...then it can also be called a phase-angle relay.
