Insulation Resistance Test

Any thought why we need to short the windings (HV and LV) when we conduct this test?Standard bodies recommend such practice.

Er, to prevent high voltages appearing on the terminals as a result of the test equipment being applied perhaps?

To avoid undue voltage stress on the windings that are not subjected to the test. There will be capacitively coupled voltages on to the LV windings while the HV windings are applied with the test voltage and vice versa.

When we apply DC for testing if one end of the other winding is earthed,will there be any capacitive effect(voltage)?.
