The maximum neutral to ground voltage limit is set by your local wiring codes.

As has been discussed in this forum many times before, a voltage on the neutral with respect to earth is simply the expression of the neutral current and the earth loop impedance:

Nobody mentioned which location are these wires. It is the location that identifies which are the local codes. The local codes are the relevant standards.
