Go for Masibus Controller 5006H. Simple to use, simple to configure for RTD or Thermocouple.

It comes with a LED display for monitoring purposes; very easily you can get the alarms for your required high or low temperature requirement - only one buzzer will be required.

Since it is a rotaning part. RTD can be installed on the brush...or go with laser thermometer.

Fine.

How is intended to get the measurement to where it is needed to be?

Exergen's industrial division specializes in non-contact temperature monitoring. I have found their products easy to use, accurate and reliable.

Care must be exercised in determining proper placement of the sensor. The contact surface of the slipring has a very low emissivity, and is therefore difficult to measure accurately. I suggest aiming the sensor at the side of the ring, just below the contact surface.
