Are you trying to talk about Newtonian fluids, thixotropic fluids, or other non-Newtonian fluids? The question, such as at is, is not well posed.

Viscosity can be Newtonian or non-Newtonian. A Newtonian fluid has a linear strain rate vs stress curve. Wikipedia has a pretty good article. Did you think of going there?
