Wareagle is right! There are so many disciplines in the electrical field that you'll get few answers without some specificity. Exactly what are you interested in? As far as free, you're probably in one of the best spots now. Globalspec.com is one of, if not the best technical search engine available and has it's own library of free periodicals available.

Apart from CR4, you may visit the Electrical Engineering Portal, wherein there are quite a good number of technical papers/articles.

Paid hard copies, you may try IEEMA Journal & Electrical India (assuming that you are from India)
