Unless I'm very much mistaken, a 4" to 6" one is a good bet.

If the turbine has been designed for a 6in inlet connection, presumably on the basis of the expected steam flowrate through its supply pipe, why has the supply piping been run in 4in pipe, which has less than 50% of the cross-section-area of a 6in pipe? In other words, why "strangle" the turbine in this way?

I agree with you. This way he will unnecessarily crease pressure drop on the steam turbine blades as well as steam flow will be restricted leading to lower power generation.

I feel he is getting smart by saving money on the cost of the pipes & equipments.

It doesn't sound too smart from here.

The full size inlet may be required for some steam conditions, but not for all.

If Horizontal then Eccentric and if Vertical then any Conentric/Eccentric does not matter.

It is strange!!!

Normally pipe size should be either equal or greater than the inlet nozzle size of the equipment
