Have you explored this with Siemens? They have an Engineering Services group assigned to each business unit, they would be more than happy to embed an engineer with you. Might cost you more per hour, but as a contract engineer, you just end the contract when they are no longer needed. That usually works out better in the long run if it's a finite project.
