Engage the services of a qualified electrical engineer (particularly for the "safty" aspect).

1 CB per room for lighting and fans

1 CB per each A\C

1CB per each 3 computers or 1 CB per each computer for real safety.

As 'JohnDG' indicated, you need professional help, who can look at your needs and specify accordingly.

Among other things, it would be much more efficient to use one large AC rather than 4 smaller ones. If you need 4 separate ACs, perhaps because the 4 rooms are to be rented separately, then you also need 4 separate kWh meters and 4 separate circuit breaker panels, with separate wiring for each room.

I believe when 'ronseto' says "CB", he means "Circuit Breaker", and I suspect he is right in assuming that is what you meant by "circuit board". To me, a "circuit board" is a plastic or fiberglass sheet with one or more layers of copper traces connecting various components, such as the logic board or power supply of a computer.

"ronseto's" answer is correct IF a single person is paying the electric bill for the entire building.

What is this worth to you?

If this will be put to commercial beneficial use then how about sharing the love?

Pay some one who knows what they are doing to help you and be responsible for the decisions and assumptions made.

If, on the other hand, you want an independent sounding board to advise whether a proposal being offered to you is sound or not, then share that proposal and elaborate on your concerns or any attributes that you do not understand. You can pay people to do this too but if you take the effort here you may get some advice that you can arm yourself with when paying for professional help. CR4 is a great place for sanity checking.

Otherwise buy and read something like this.

i'm not e¯-engineer by any mens but my grandpa was so ... in a way it's in a family

(what are ac-s ?? -- automated climate devices -- in that case they do a major power draw and generate noise to 'puters -- tube lights also add to EMF noise (from the aspect of wireless COM))

UPS per puter (the CRT monitors may go witout -- incase of ligthing intense area -- or near industrial or high usage areas with old power stations (high probability of sudden/severe power fluctuations) -- you want to secure all µe¯apparattus)

important aspect they don't want to deal with is keep the cabling in order , devices free of accumulating dust & graese (general sanitary cleanness) (cleaning the ceiling fans and power supply fans reduces a low but not inexistent risk of ESD sparks)

read ISO 9001:2008 -- ((bloddy self diccipline))

n 4rooms in building new one construction...

9 computers,-300 x 9 =2700w

4ac's-1500x4 =6000 w

6 seiling fans-750 x 6 =4500 w

12 tublights..-40 x 12 =480 w

Total -13680 w X 1.2 extra = 16416 w

exctra........20%

Total Load = 16 Kw

Take .8 diversity-

hence Load at any given time may not be n

more than-12.8 Kw

how to plan to electrical parts..

circuit bo

Sine you apparently are not an expert, I would suggest as others, hire a professional, otherwise you can run into many safety issues.

I echo the message - hire a registered professional engineer to design your layout.

In the words of an old professor I had years ago,

"It won't work! It will fail! You will kill someone! You will lose everything! You will end up in prison with nothing! It is not worth it!"
