Second: You need to supply a lot more detail. Is this a "greenfield" project, or expansion of an existing facility. I could guess (because I assume that WHRB is Waste Heat Recovery Boiler) but most people here hate playing guessing games.

Third: Where are you in India? Is there a good road/highway to transport goods & people to the site, or is it virtually inaccessible?

Four: This is the kind of question usually asked of an engineering company, in doing a feasability study.

5. What fuel(s)?

6. What steam conditions (pressure & temperature)?

7. What is the process steam demand and variation?

8. What voltage and frequency?

9. Will this be a stand-alone electrical generator or in parallel with a utility?

10. Is feedwater available, or is treatment equipment required?

11. Industrial or aeroderivative turbine and is spare capacity required or available?

I'm sure we can get up to 20 questions. I can't answer your original question even if you answer these, but I'm sure anyone who can will need at least this information. Good luck.

What is the gas available for turbine? Where from waste heat is to be recovered? How much steam, its pressure? Also, whether in private sector or public sector?

So, with lot of missing information, I can say the tentatively it may cost Rs.100 to 150 crores.
