Stops them being confused with kangaroos ? Maybe the front legs evolved to prevent lack of mobility due to the well known donkey problem.

Seems like an odd proverb.

I've seen horses rear-up on their hind legs and kick with their front legs. A kick from the front leg of a horse can be pretty deadly.

And, I've seen horses rub their noses with their front legs.

Maybe the horses are different in Lybia.
