Is There Any VFD for MV Motor of Voltage Level 11KV?

Yes, but they are usually LCI (Load Commutated Inverter) drives, which just means they must be engineered with the motor they serve. That typically isn't an issue with motors at that level because even the motors are custom engineered. ABB, Siemens, Converteam (ex Cegelec), GE and TMIC (Toshiba / Mitsubishi joint venture) all have LCI drive offerings last I checked. Robicon also used to have a true 15kV class PWM transistor based drive in their "Harmony" series, but I don't know if they still do since being taken over by Siemens since it would conflict with Siemens' LCI offering. But transistors present some serious risks of reliability at voltages above 7.2kV and often the protection they require starts to out strip the economic viability, that's why nobody else does it.

Rockwell (Allen Bradley) offers 11kV drives that are CSI (Current Source Inverter) design, which uses a transformer at the front and back to do the control at 6.6 kV inside, but that issue is transparent to the user, it is just 11kV in, 11kV out as far as the installation goes. The AB design is good for applications where the motor already exists because unlike LCI designs the drive does not rely on the motor impedance to accomplish the switching, therefore less up-front engineering is required so the drive can typically be built and commissioned faster.
