Which one is better isn't a result of a casual opinion.

You might as well flip a coin. Heads electric, tails steam.

That depends upon whether the tracing is of the temperature-limiting variety or not.

A few telephone calls to trace heating tape manufacturers will explain far more than a string of replies here could ever do.

Electrical cheaper in installation Vs steam. On operation you have to check your cost/Kwh.
