There are existing products on the market that are effectively external batteries that you can connect up to your cellphone to extend the battery life. Additionally there are also solar panels and even adaptors to connect your laptop up to your cellphone to charge it.

These are viable products, but why would you want a cellphone to cellphone charger for exactly when people generally only carry one?

If you have a few cell phones lying around at home then you have access to power to charge them up the normal way (from the wall), and modern cellphone batteries don't need balancing charging.

No peace will come until the darned things are recycled and gone.
